Americans are vulnerable to terrorism and disasters at home, and this is clear from the recent attacks taking place all over the world. The attacks have been devastating in the past, and there is an increased likelihood that terrorists would be using biological agents as weapons very soon for extracting higher death tolls. Proof of this encompasses the startling fact that the number of investigations in the country pertaining to the use of biological agents as weapons for creating mass destruction has almost doubled in the past few years (Sell et al. 2017). Bioterrorism is the deliberate release of bacteria, virus and other agents used for causing death or illness. Disasters are responsible for creating causalities, societal disruptions, terror, and economic loss. As many as 36 microbes have been identified to be potential bioterrorist weapons. The use of these pathogens has become a concern for the population of America after the attacks of 9/11. Letters containing anthrax spores have been mailed to politicians and journalists after the attack. 22 people had been affected by it, and five people died. The latest data on the epidemiology of disasters suggest that 136000 deaths occur every year due to disasters and the annual costs for the disasters reach almost $136 thousand million (Peck et al. 2016). Individuals effected by bioterrorism or disasters are incapable of coping with the loss in terms of physical and mental well-being. The post-traumatic syndrome is high in this population, and mental health issues are common along with unique needs for medical treatment. Deficiency in knowledge among the population is a major challenge.
The situational factors that the patients would be in would revolve around trauma related to their lives. Possible issues for learning would be disinterest in the subject, non-responsiveness and unwillingness to take part in demonstration.
The Self-determination theory of learning would be applied for the teaching. It is a theory of motivation that ideally addresses the psychological and innate needs of autonomy, psychological relatedness and competence. The concept is that if the three needs are met, then people learn and grow optimally. For understanding the inherent potential and readiness to learn, the social environment needs are to be fulfilled. There are a number of advantages for the theory. Students undertake challenges, and this fosters long-term learning and development (Arends 2014).
Goals: The goal of the proposed teaching is related to the People 2020 (HP2020) objective number AHS-5 aiming at increase of the proportion of persons having a particular source of ongoing care. The main objective is to bring improvement in public health in the country, make the US national security more strong through disease response, prevention, and control measures (healthypeople.gov 2017).
How Does This HP2020 Objective Relate to Alma Ata’s Health for All Global Initiatives: The Alma Ata’s Health for All Global initiatives aims to have an immediate attention being paid to the need of promoting and protecting the health of all people (Hafner and Shiffman 2013). The HP2020 relates to the initiative relates to this initiative through a common objective of promoting health access as a prevention strategy. The globalisation of health identifies that barriers between countries are blurred, and health issues cannot be isolated to one particular country.

The overall effectiveness of the teaching plan would be evaluated at the end of the session through feedback collection.
Planned Evaluation of Lesson and Teacher: Feedback would be collected from the students regarding areas of improvement.
Barriers: Language barriers may be vital for the teaching program for students coming from diverse cultural and linguistic backgrounds.
Communication: Communication would be in a clear and effective manner. The needs of the students would be identified and an approachable attitude would be maintained.
