Nurses have an important role in promoting public health. Previously, nurses’ health promotion activities were centered on preventing disease and changing public perceptions about their wellness. Their duty as health educators is more challenging, however, as they have comprehensive skill and understanding in improving wellness in their nursing practice. (Crisp, and Iro, 2018). In this report, the role of the primary or community nurse in collaboration with statutory and voluntary agencies will be discussed. This report will highlight that how a nurse can bring positive outcomes while associating with this agency. Various statutory and voluntary agencies of Ireland will be discussed. The role of these agencies in the welfare of the community will also be included in this report. In this report, the role of primary nurse in bringing the healthy outcomes of health of the individuals in the community is highlighted. How a primary nurse along with the statutory and voluntary agencies can change the health conditions of the people in the community. This report will explore the history of nursing education about the people with intellectual disability. Analysis and discussion of the findings in the report to the relevant evidence/ policy will also be done.
The importance of learning disability nurses in achieving better health outcomes for the individuals with intellectual disabilities is becoming increasingly apparent. KARE, Brother of Charity services Ireland, Stewarts care Limited are some of the voluntary agencies that work for the welfare of people with intellectual disabilities. Health services for the people with disabilities include medical and surgical help, medical cards, hospital services etcetera. This is in acknowledgement of the growing amount of evidence that shows these persons have inferior health outcomes than the general population. The specialized knowledge and skills of the Intellectual Disability Nurse Practitioner help to the establishment of successful systems and processes, ultimately enhancing patient outcomes. The Intellectual Disability Nurse Experts of the UK and the Ireland meet the WHO Worldwide Disability Action Plan guidelines and are the only nations that offer pre-registration and postgraduate curriculum for intellectual disability nurses (Ferreira, Périco, and Dias, 2018). In person-centered care, the competency of Intellectual Disability Nurse Expertise to clearly articulate in regards to patient competence is critical (Lawatiet al., 2018).
Disabilities of the Mind Nurse specialists have been discovered to promote for individuals with disabilities by assisting health care workers in achieving adequate care and by providing treatment alternatives depending on the clinical use rather than intellectual impairment. Intellectual Disability Nurse Specialists dealt exclusively with federal services, offered complete independence, and facilitated free flowing inter-agency collaborating among or across health care services (Mathieson, Grande, and Luker, 2019). They also collaborated with care services administrators, healthcare social services agencies, and release advisors to help with quick and efficient emission. Individuals with intellectual disabilities have been designated as the most disadvantaged and vulnerable group in society, relying on a nursing community that is under-skilled and has limited access to health care. Role Of Primary And Community Nurses In Promoting Public Health Essay Paper
When the care is given outside a clinic, it comes under the basic care of health, which comprises of the care of geriatric, institutions, public health, and many of the public healthcare organizations. Investigation which is based on evidence, advancement in science, and new technologies to promote wellness constitutes the nursing in community. Sociocultural circumstances to guarantee appropriate engagement and responsiveness should be considered when handling the community members. Caring and treating patients and educating the members of the community to lower down incidence of adverse outcomes is the primary duty of community health nurses. The primary aim of community health nursing is to assist a society in protecting and preserving its members’ wellbeing, with a secondary goal of encouraging people and families to practice self-care. Nursing in the community has an important role in social equity, strategic planning, lobbying, and other aspects that affect families and communities. A community health nurse’s responsibilities extend beyond disease management and patient care (Heery, et al., 2019).
These health professionals may also provide public education, health programs, and assistance to persons who are disenfranchised. Many of them work in homeless shelters, charities, or clinics, while others travel to far-flung locations where healthcare is scarce. Although community health nurses do the same duties like other nurses, they are particularly concerned with prevention of illness. They deal with people and organizations in a certain regional area and take a comprehensive approach to the treatment. Their daily responsibilities include informing the public about health complications, providing treatment to the sick or injured victims, and preventing the transmission of contagious diseases, among other things. Community nurses employ their expertise to assist those who may not otherwise have affordable healthcare. They may, for example, administer immunizations to the shelter less and give care to the people who are unable to get to a health center. They frequently target vulnerable groups including pregnant women of young age, migrants and refugees, and persons with impairments.
Statutory agencies include the services which are funded by the government, such as HSE. Sláintecare is a ten-year plan to overhaul Ireland’s health-care and social-care systems. The foundation for a mechanism reform effort is the Sláintecare Implementation Strategy (Halcomb, Smyth, and McInnes, 2018). It lays out the strategy for the next 10 years as well as the steps that will be performed during first 3 years of the Sláintecare implementation. The emphasis is on laying the groundwork for a basic change in the care way quality services are provided in Ireland. Various factors determine the population’s health and well-being; some are under the control of individuals, while others are heavily influenced by a variety of external causes.
Health promotion and care throughout a population is a difficult task that necessitates cross-sector collaboration. To have a beneficial impact on the wide determinants of health, strong strategic collaborations with other external agencies and third-party providers are required. The Healthy Ireland Strategy for Primary Healthcare lays out a wide and aspirational set of evidence-based activities that will be managed by the chief of Service for Safety and Wellness and backed up by all employees. The plan is built on a strong basis of collaboration with the various agencies in the field. The healthy Ireland framework has focused on increasing the ratio of healthy people at every stage of life, eliminate health inequalities and maintain a healthy environment in the Ireland. In this framework role of primary health care nurses are very important (Gulati, et al., 2021). They educate the people of the communities about the healthy life styles, organize workshops and take one-to-one session with women and girls to address their needs of having special treatment.
During routine visits of the people, staff will be given education courses to motivate and advise them in engaging parents in discussions about baby mental health. The relevance and strategies of such encounters, as well as the connections between baby mental health and interaction, are communicated to staff. Ireland’s present negative health patterns are identical to those that are creating alarm in all other advanced nations. Massive increases in chronic illness, damage to the health risks, expanding healthcare disparities, and difficulties receiving treatment when it is required are among them. The projected rise in chronic condition prevalence would surely result in a bad and exceedingly expensive, if not unsustainable, destiny for Ireland. To effect change and attempt to address these unfavorable health trends before they worsen, we must take action. Ireland’s health is a collective effort.
In Irish society, the poor and vulnerable people are provided social care and hospitals by the voluntary sector. A large range of organizations that are different in size, area and services makes the voluntary sector. Voluntary organizations also provide services to the older people and mentally ill people. Today, most of the social and health care services depend on this organizations. The fundamental functions of a non-profit agency are to identify the needs of the clients, communities, and regions, and to develop initiatives and programmed to satisfy those needs through their own sometimes with government assistance. Various actions can be taken by these agencies to achieve their goals like managing a homeless center and assisting people of their agencies. (Giltenane, et al., 2021). Governments are gradually shifting to voluntary organizations as development partners because they deliver more responsible, efficient, and balanced services in many sectors than publicly or privately agencies. Voluntary organizations are non-profit, liberal, and socially conservative organizations that strive for the betterment of community, enhancing the livelihood of the people, and advancing the nation. Volunteer Ireland is Ireland’s national member nonprofit organization and the international organization for all community Volunteer Centers (Phelan, McCarthy, and Adams, 2018).
Funding for the voluntary sector is done by the state. The voluntary sector is mostly depended on the state for its annual funding that means these organizations can work only with the cooperation of the state. HSE also provide funding to public hospitals and some social care services directly. Section 38 and 39 of the act of funding allows the HSE to help any person or body. Government agencies are unable to deliver comprehensive solution due to the financial and legislative constraints. Volunteer health organizations can assist government entities by lending personnel or giving finances for special tools, resources, or operations. The Irish media regularly describes the HSE as an ineffective, highest, and overly bureaucratic organization. The Irish health-care system has been implicated in a series of high-profile health-care controversies, including false diagnoses of cancer in 2008 (Phelan, McCarthy, and Adams, 2018). The HSE has also been chastised for budget cuts, program closures, and other measures, but it has stated that it is making significant progress in cutting expenses and achieving its 2010 ‘cut’ budget position. Healthy Ireland is founded on knowledge of the effect of health and is aimed to introduce an actual, quantifiable change.
Economic position, knowledge, residence, and the environmental characteristics in which individuals reside all have an impact on a person’s health and welfare. Healthy Ireland was created to tap into the enthusiasm, creativity, and skill of everybody whose work encourages safety and wellness, and to encourage people from all walks of life to participate in making Ireland a better place to reside. It advocates a critical transition toward a wider, more comprehensive understanding of health administration, one that extends far beyond healthcare system and includes all parts of society as well as the population themselves. It is about concentrating and diverting current resources, speeding up the implementation of existing efforts, and developing unique and modern services.
Community healthcare workers have long been recognized as involve in an excellent spot to be at the frontline of programmed to address healthier choices and disparities because of their extensive expertise and specific responsibilities within the communities in which they live and serve. They have a wealth of information about the needs and priorities of their regions, as well as how to meet those needs. Their daily home-visiting experiences, as well as their brief knowledge of individuals, groups, and relationships, are invaluable resources. As a consequence, they are well positioned to recognize community administrators and form partnerships with local organizations. Community health providers can also help with the training and development of ordinary medical workers in the community who are vital to community health training programs (Young, and Thompson, 2018). Nursing has a history of depending on experimenting, as well as tradition and habit, to build up a level of information focused on what appears to work and what is not. Patients require more from today’s nursing staff, who are asked to make knowledgeable medical judgements based on recent facts of clinical success. Nurses typically do not have the chance to read several scholarly articles in depth, so it is preferable to consult a systematic review that summarizes the findings of a wide range of high scientific studies. Community nurses’ knowledge and engagement in the contexts in which individuals reside allows them to have a deep awareness of the relationship among health demands and the socioeconomic situation in which they arise. Community nurses can not only notice the broader aspects of health, but they can also extract and articulate the richness of such demands on the premise of totality (Cassiani, and Lira Neto, 2018). The primary impediment to evidence-based nursing is the nurses’ inability to properly analyses research. Professional settings may be difficult to alter, limiting the nurse’s potential to provide evidence-based treatment.
Nonetheless, there has always been a chance to enhance the patients’ care. The rising expense of medical services and the requirement for more precision in healthcare decision demonstrate the need of evidence-based medical services and participation in the process of research. In healthcare facilities to educational institutions and churches, community health nurses deliver patient care in medical and non – medical settings. Their professional responsibilities may differ depending on whether they specialize for one or many areas, such as injury prevention or prenatal care. Community health nurse’s duties often include creating treatment plans for patients, communities, and families. Communities are being educated on diet, hygiene, and illness prevention (Miranda, et al., 2018). Observation reveals about infections, drug addiction, drinking, and illness breakouts, vaccination administration, taking care of traumatic injuries, insulin levels and vital signs, taking care of persons who are ill or damaged, identifying obstacles to achieving better health, identifying the requirements of the patients, providing care for organizations and people in the remote areas (Van Hout, et al., 2018).
Community Nurses can help service users navigate sometimes befuddling range of services and funding agencies obtainable by power sharing, maximizing patient care throughout the healthcare continuum, and motivating them to manage their care by themselves (Ashley, et al., 2018). Nurses must be accompanied by a health-care system that prioritizes primary prevention for all people while recognizing and assisting those who are most vulnerable… Health education, avoiding sickness, and eliminating health disparities have always been important to nursing and midwifery professions, and health visiting is built on this foundation (Mulcahy, et al., 2022). The main goal of a primary nurse is to improve the health of public. Nurses in this profession help underprivileged and people who are at risk get the treatment they need. Community health nurses’ major goal is to help the public in general prevent serious illnesses risks by delivering scientific proof educational support.
Conclusion
In this report, the role of primary nurse has been discussed that how the involvement of the nurses along with the statutory and voluntary agencies can bring health outcomes in a positive manner. The role of the community nurse is very important and essential to educate the people in the communities who do not get the benefits of quality care. This report will explore the history of nursing education about the people with intellectual disability. There are so many organizations working in the Ireland that are focused towards the health of the people of the people of Ireland. They work for the development of their people at every stage of life. Such organizations in collaboration with the health care organizations make their nation a better and healthier place tom live. This report has discussed the Sláintecare Implementation Strategy implemented in the Ireland. It can be concluded that the community nurse can help the country by educating the people in every field of health.
